Sorry to reopen this, but as a user the behavior of the conditional formatting
is not the good one.

As a user it is not obvious and more ! it is difficult to understand that I
must input ' or " to make the 'conditional formating' works.

As a user I expect to only input the chain of characters to compare to what is
in the cell.
So the good behavior, as a user, is to put the string to test ***without*** any
' or " around.

The first argument about this, is that user doesn't have to handle the
complexity of computing.
The second argument is that if I want to test ", I would only put " and not """
or any other stupid stuff (stupid for a user ;).

I'm working in the field of information system and the common rule is :
simplify the use of a machine not ... the opposite : simplify the use of the
human :)


The bug is always existing for me...

Technically, I don't understand difficulties around this, because we have the
"combo box" witch tells the program what to control (chain of characters,
formula...).

Hope it can improve...
