I have help locally installed in Version: 5.0.0.0.beta1+

Ubuntu_15.04_x86-64
Locale: fr-FR (fr_FR.UTF-8)
Help button and F1 in the startcenter opens an help page dedicated to the
startcenter. Menu Help > LibreOffice Help opens general help.
What is wrong is that this menu shows the shortcut F1 which does not give the
same help page.
Please could you install the local help and try again?
