If I use Default Style and have different headers on left and right then I can
reproduce the screenshot.

If you use Left Page and Right Page styles then you can add a header to only
one of the page styles and the text on the page without the header will line up
with the header on the other page.

You can also do a First Page followed by a Default Page and have a header on
only one of them but if your document is longer than two pages then you will
have to have manual page breaks to get another First Page or a custom page
which could interrupt the flow.
