I was not demonstrating a workaround but how anchors work.  If you want there
to be paragraph spacing then put the object in its own paragraph.  You should
not look at it as an empty paragraph but as a paragraph with an object.

When an object is anchored to a paragraph, or as a character, it is part of the
paragraph.  You cannot have paragraph spacing between an object and text in the
same paragraph.  You can have spacing to contents between the object and the
text.

There is no bug and no need of an enhancement.  The user has to plan what the
finished result is going to be and determine the actions most suitable to
achieving that result.

REOPENED has a specific meaning and should not be used in this scenario.  I
will leave it as UNCONFIRMED so that someone else can look at it.
