Writer's keyboard shortcuts to 'Promote/Demote One Level' and 'Move Up/Down
with Subpoints' work well with bullet lists but disappointingly not with title
levels... Extending their use to titles would be a nice way to start
alleviating the outlining pains in Writer without having to incur the high cost
of implementing a new view.

Also, those who wish some perspective on the state of the art might want to
look at those few examples...

A non-WYSIWYG example in the deceptively spartan Vim, The Vim Outliner:
