Interestingly, LibO 4.4.3 has a file called vcllo.dll, which contains all the
cursors. LibO 5.0RC1 doesn't have that file, because it compiles with
--enable-mergedlibs. This version has a mergedlo.dll file instead, but that
file does not seem to contain any cursors or icons.

I couldn't find a Windows LibO5 build without mergedlibs, but I would suspect
that that might be the problem.
