That makes them larger as the 10pt in the other text. The 10pt grid is not high enough for them, therefore "register-true" adds blank lines. Clear the wrong character size and the document will be OK. In addition when working with register-true, you should have a look at the settings "Add paragraph and table spacing at tops of pages (in current document)" and "Do not add leading (extra space) between lines of text".
