The Program cannot be started
I have repaired the installation twice and uninstalled and reinstalled once,
this keeps occurring on windows 8.1
all of the libre programs will stop loading and generate a Fatal error for
opening specified filetype

most recent windows updates are KB3079904, KB3065988, KB3053863. since the
issue has started again
repairing resolves the issue but it reoccurs.
