The use case is to format passages in a written document, e.g. as some kind of a note or to show relevant parts to colleagues, and to remove that formatting afterwards. Language isn't affected by those actions. That means text written in English instead of the native language wouldn't change it's origin in any condition. Another con argument: if language was part of the paragraph or character style it makes sense to handle it as any other property.
