Example mail-merge document

Trying to access the properties of conditional paragraphs fails when there is a
comment present in the document.

The attached file has had its comment removed.
Prior to that there was a comment at the end of the subheading.

Without the comment in place, it is possible to access the properties of
existing conditional paragraphs.

I don't think this affects the effect of the conditional paragraph.
