In addition, you can change Format from Nubering to Bullet or vice versa using Format Paintbrush. 2) Workaround/better way to do it: Toggle bullets with Shift+F12 or press 'Bullets On/Off' icon in Formatting toolbar (resp. F12 or 'Numbering On/Off' for Numbering Format). In summary I'd say, it's intended behavior.
