One can split this into two tasks.
First, add an interface possibility to create / move chart to a separate sheet.
It does not necessarily require changing the core since a chart as a separate
sheet is available in MS excel import and one can take the existing routine,
which will create a worksheet with a chart. This does not require any core
change but will solve at least 80% of the problem.
Second, if there will be a possibility to have a chart as a separate sheet in a
workbook, one will have to update the routine to have everything clean and
nice.
