One of the most interesting uses of frames is to have them anchored to a page, separate from the main text, so that you don't interrupt its flow. If you can't anchor the frame to the page, the whole strategy fails. (FWIW, this solution was recommended recently here: http://listarchives.libreoffice.org/global/users/msg45646.html ) I would think that when a paragraph type is set to align vertically via the register-true feature, it should have the priority.
