I didn't find any criteria how to set it (https://wiki.documentfoundation.org/QA/Bugzilla/Fields where?), but sometimes it's difficult to create background you need in external rastor graphics editor (sometimes you don't have it or don't know how to use it). And working with document with image on background is uncofortable (image sometiems is selected).
