So setting a Windows symlink with:

mklink gswin32c.exe "C:\Program Files\gs\gs9.16\bin\gswin64c.exe"

does provide a work around for this specific issue on Windows. 

So one can use 64-bit builds of Ghostscript, Imagemagick, and pstoedit as
needed with 64-bit Windows build of LibreOffice--with PATH tweaks.
