Hi Bubli,

So the behaviour of inserting a shape is that it is set to wrap Through, while
when inserting an image is that it is set to Optimal wrap. It would be
difficult to know what the most suitable wrap setting to have by default for
shapes as we dont have any usage metrics data to tell us, but i think it is
fine as its easy to change the wrap in the toolbar and context menu.

I checked MSO and WPS and they have it as Through, while Calligra has it set to
Optimal.

We'd have to modify
officecfg/registry/data/org/openoffice/Office/UI/Sidebar.xcu and add '         
    Writer,   Draw,    visible ;' to WrapPropertyPanel in order for the wrap
content panel to appear, but we'd also have to hide the 3 new controls that
were recently added to the section, as they are not applicable for shapes.
