Steps to reproduce:
1. Create a multipage document
2. Add a manual page break
3. Notice that the manual page break (indicated by a dotted line) flashes at
high rate of speed
Current behavior:
manual page break (indicated by a dotted line) flashes at high rate of speed
Expected behavior:
page break would not flash
