This are the packages from Ubuntu. Could be you detected a special bug for this
packages. Orginal packages from LO have only one package for the
report-builder:
libobasis4.4-extension-report-builder_4.4.5.2-2_i386.deb

Please report to Ubuntu Report-Builder won't open in design-view.

Please install the original packages from LO. You could get this packages from
here:
http://downloadarchive.documentfoundation.org/libreoffice/old/4.4.5.2/deb/x86/
You could install the whole LO as a user-install, so no super-user-rights are
needed for it and no other installation will be affected.
Create a folder in your home-directory (for example: "lotest"). Create a folder
inside this folder ("install"). Open the shell in this folder and start

for i in ../*.deb; do dpkg-deb -x $i . ; done

This will look to the upper folder and will install all the content in the
subfolder "install". 
You could start the installed LO from
...install/opt/libreoffice4.4/program/soffice
