Page numbers are tied to styles, not physical pages. Physical page
numbers/count should be based on offsets if applied.

Presently a page style has to be defined and page numbers are bound to the
beginning and ending of styles. 

This makes it impossible to get page numbering correct on large documents. If
someone changes the style (once or multiple times) it is next to impossible to
get page numbering corrected (both page number and count).

Page numbers should be assigned to physical pages and offsets applied. 

This bug exists from 4.2 - 5.0. Someone called this feature, but this is not a
feature, but is a nightmare and makes LibreOffice unusable for large documents
with multiple users.
