When opening attachment 115706 in Bug 91384, some outline numbering is not
continued, but rather restarted, for example "Fragebogen und Planausschnitte"
instead of being 4 starts from 1, etc.
As noted by Oliver Specht: The .docx uses the same "<w:numId w:val="1"/>" while
the .odt applies WWNum17 to the first headings while the next use WWNum1
