For the local help it can only be solved, if we get a different, more up-to-date build-in browser. Then writing in MathML would be possible. But if you look at the amount of functions, that would be a really huge work. I think, that it is better to take the already existing descriptions on the Wiki and improve them and add the missing functions. The local help then needs to have a link to the description in the Wiki for each function. As far as I see, the function content on the AOO Wiki is under ALv2 license. So it would be possible to copy it over into the Wiki of The Document Foundation.
