In general, controls that are in the tabstop sequence receive the focus. So a
readonly input will still get the focus unless it's enabled property is set to
false. This behavior is common in every environment and widgetset.

The second part of the question is about the cursor. I don't see any reason to
hide it for readonly controls, in fact that contradicts the axiom of affordance
and discoverability. Sounds more like a bug to me.
