In LibreOffice Writer 4.2.8.2 the user is unable to select a language for a
text selection (part of a "letter" document) and as well unable to select a
language for spelling check.

Tool --> Language --> For Selection --> More...

(when the desired language is not shown -- which is always the case at first
even if multiple language dictionaries are installed) open a pop-up window with
tabs for Font, Font Effects, Position, Hyperlink, Background, Borders ... So
completely unrelated to the menu request ...

Tool --> spelling and Grammar will open up with the User Interface language pre
selected ... However it will close itself in an instant and the user is unable
to select a different language in the combo box for "Text language". Only after
writing completely unintelligible text would the Spelling pop-up stays open ...
because of obvious spelling errors.

And I believe as well the language selection is not remembered for different
part of a document.

That feature was working in the previous 3 something release. And has always
worked in Microsoft Word.

Ubuntu offered a solution in askubuntu.com which is unworkable : Change the UI
language of the all application ...

This is clearly not working.
