The borders are in fact gone, and the composition follows the Line Arrangment::
Default, or the Line Arrangement:: User Defined settings. If no borders are
set--that is what you get

What OP is seeing is the "placeholder" for the image, it is purely a
graphics/composition indicator. 

To see true composition, should review the result in a Print/Export of the
document or in Print Preview mode.

Attaching a couple of screen shots -- one of a riff on the test ODT document
open in Writer--the other the same document in Print Preview mode.  Note there
is no "border" around the lower right copy of the image. The other three images
have borders set, with different line weights and colors.  The clip from the
document clip clearly shows the composition "placeholder"--not present in the
print preview (or actual print or PDF export).

Resolving Invalid.
