Seems as if the paragraph have a direct format, that has preference over style format. Select the whole paragraph and clear direct format with [Ctrl-M] or Menu/Format/Clear direct formatting, so the style format is applied. Or go to styles and formatting and double click the "Normal" or whatever format you want apply.
