It seems unreasonable for new users that the horizontal (top) ruler is visible
by default but you have to dig in to quite obscure settings to enabled the
vertical (left side) ruler. Since both are likely to be used frequently for
mouse-dragged resizing of header and footer margin sizes, and it does not take
up much space, the vertical ruler should be enabled by default.
