Can you try for example 'รค' in file name? On one of my test systems (Win 2003 Server) I get "LibreOffice was unable to find a working e-mail configuration." On my other test system (Win 7), I always get a mail window, but all non-ascii characters are replaced by '?' characters in subject line.
