Unfortunately, I can't reproduce it with LO 5.0.3.2, Win 8.1. For me everything works fine. I can move and copy charts without delay. I don't know if this has something to do with Windows 10 and the hardware acceleration. Maybe, somebody else can reproduce it. I have inserted the LO version number in this bug report.
