Wrote this in comment 3: A date could not be an empty string. This was wrong in
all versions up to LO 4.4. Forms worked in an other (right) way than the query.
This bug has been solved. Please change your code:

WHERE "TransDate,D" BETWEEN CASE WHEN :DateFrom IS NULL THEN (
"TLOOKUP"."StartDate" ) ELSE TO_DATE( :DateFrom, 'MM/DD/YY' ) END AND CASE WHEN
:DateTo IS NULL THEN CURRENT_DATE ELSE TO_DATE( :DateTo, 'MM/DD/YY' ) END
