In a nutshell:

When working in a non-default language (i.e. Portuguese (Brazil)), clicking the
Style "Heading 1" changes the language of the paragraph back to the default
(i.e. English (New Zealand)).
L.O. Language setup:

System Language is English (New Zeland) This is the Writer default too.
Brazilian Portuguese Spell Corrector installed is Vero Pt_Br 2.08
(vero_pt_br_v208aoc.oxt)
Text setup:
===========
Text is written in Brazilian Portuguese (configured as Text Body). Character
Text Language has been previously set to Brazilian Portuguese in Character
dialog box. This is shown correctly in the status bar as "Portuguese (Brazil)"
in the status bar.
See the bug in action:
======================
1) Write some text in Brazilian Portuguese. Status bar says Portuguese
(Brazil)
2) Click into the middle of the previously typed text.
3) In the styles menu, choose "Heading 1".
4) Paragraph language reverts to English (New Zealand).
5) Then ... try the following ...
5a) Either ... Undo toolbar button reverts the text to "Text Body" and
"Portuguese (Brazil)".
5b) Or ... Clicking "Text Body" in styles menu keeps the language as
English (New Zealand).
Having arrived at step 4 or 5b means that the paragraph has to be reconfigured
manually to "Portuguese (Brazil)". This is seriously annoying.
To me this is a bug.
The language should not change when clicking on Heading 1 from the styles menu.
