I suppose you could say that's true. Just as, if you prefer to return to the behavior of antique emacs-like editors where your cursor position IS your view position, that would also be a personal preference. But it seems to me that the whole reason most people like having scroll bars and windows in a word processor is precisely so they CAN navigate away from their current cursor position to see another part of the document and not have the program arbitrarily and unexpectedly change that view for reasons of it's own.
