Problem description:
Steps to reproduce:
1. Open writer & create two level 1 headers
2. Open navigator & dock it
3. Disable content view & try to drag headings
Current behavior:
Nothing happens
Expected behavior:
Chapters are rearranged accordingly
Platform (if different from the browser): Win7 64 bit
Browser: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/535.19 (KHTML, like
Gecko) Chrome/18.0.1025.168 Safari/535.19
