Problem description:
Steps to reproduce:
1. Open writer.
2. Create two level 1 headings with some text beneath each.
5. Open navigator, enable content view, press control button & try to drag
headings.
Current behavior:
Nothing happens
Expected behavior:
Headings are rearranged accordingly.
Platform (if different from the browser): Win7 64 bit
