I would never suggest everything would need to be forced into the Modify menu, as Insert and Format have lots of stuff missing from it. The Shapes sub-menu in Modify has related functions to it outside of the sub-menu (i.e. Combine and Split), so renaming it to Shape would make sense, as it emphasizes the main feature of the module, just like Writer has Table, Calc has Sheet, and Impress has Slide.
