In LibreOffice, you can frame paragraphs. One option is a »double frame«, with
a bold bar on the outside and a thin bar on the inside. Cf. image 1.
This is where the bug comes in. Because what you really get is something like
image 2, where the vertical parts of the frame are ok, but the horizontal parts
are »inverted«, meaning the bold bar is on the inside and the thin one on the
outside. Makes it look somewhat awkward.
