Steps:
1) Open Writer
2) Activate drawing toolbar
3) Click split arrow of Basic Shapes button
4) Move popup toolbar so it is standalone
5) Toolbar switches to 1 row rather than maintaining the 4 rows
Regression as its fine in 5.0 daily.
