Presentation of the bug

How to reproduce the bug:
1. Open a new or already existing file with Calc.
2. Use the conditional formatting menu: 
  Format > Conditional Formatting > Condition...
3. Close the window (e.g. by "Cancel").
4. Immediately after, try to open the same menu again. Every item under the
Conditional Formatting menu looks unavailable (gray).
5. Move the cursor out of the menu and try again, it looks normal again.

Real-life scenario: 
one creates a conditional formatting rule but then he/she want to change the
rule or the style.

Consequences: 
probably causes confusion to the user, he/she may not use the functionality.

Not an important bug but maybe it is related also to other bugs.
