Steps:
1) Open Impress
2) Switch layout to 'Title, Content'
3) Type a title and change the bullet list to number list in content checkbox
and enter in some entries
4) Switch to outline view
5) Notice that Format > List > Numbering On/Off is disabled.
The .uno:DefaultNumbering UNO command should be accessible.
