Spreadsheet demonstrating inconsistent quote handling

Calc doesn't let me force text using the single quote. This is or equivalent
has been standard behaviour in other spreadsheets for many (25+) years.

If I enter an invoice reference that Calc thinks is a date, it will format it
as a date, so I have to put a single quote prefix, the quote doesn't show.

However, if I enter an invoice reference that Calc doesn't think is a date and
I  put a single quote prefix, the quote DOES show.

See attached spreadsheet that demonstrates the issue.

UK English on Linux using latest Release 5.0.3.2 version installed a few days
ago. Not a new problem.
