A LaTeX generated file showing correct outline numbering of subsections

I can appreciate if the LO developers have no interest in correcting this
issue. After all, you have a lot on your plate. But, I think it's a little
erroneous to suggest that the first instance of a subheading being numbered 1.2
is correct, or that changing the start value to "0" is the solution when it
then gives the first instance of the same heading as 1.0. Neither is desired
nor correct. The first instance of a subheading should be numbered 1.1, 2.1,
etc. As my files demonstrate, LO doesn't do that. If I insert a lower outline
level between Heading 1 and Heading 2, then LO changes the first instance of
Heading 2 to 1.2, which is incorrect (it should be 1.1). If I change the start
value to "0" to correct that problem, then I create a new problem in those
instances where I have *not* inserted a lower outline level between Heading 1
and Heading 2, resulting in the first instance of heading 2 being numbered 2.0
instead of the "correct" 2.1. There needs to be consistency, which is missing
here. LaTeX has it, which is demonstrated in the attached file. While I enjoy
using LO, I have found myself forced to use LaTeX for any serious outlining
work. I thought I would bring this issue to your attention so that it could be
addressed. If you're not interested, that's fine. I'll just continue to use
LaTeX to get results that are both "desired" and "correct." Thank you for your
