As stated in https://bugs.documentfoundation.org/show_bug.cgi?id=96718

Working with a formula in Calc: Data => Validity is a very powerful option.
(Especially a matrix-formula for a custom cell-range. Very good!)
But entering could be a pain.

A formula could be used in each condition (Whole number, Decimal, ...), but the
used cell ranges must be typed!

Using names and "Insert => Names => Insert" does not help, because LibreOffice
does not allow this function while "Data => Validity" dialog is open.
(In Excel it is possible.)

So please:
Make available "Insert => Names => Insert" in Validity
