The important step is to save the file with the chart as an .xlsx file. Before this "Save as", the copy from Calc to Writer works fine. The problem appears to occur only when copying from an XLSX spreadsheet. The chart I used to reproduce this is based on one cell of data, using the default settings for everything in the Chart Wizard (the simplest of charts.)
