Steps to Reproduce:
1. Open Spreadsheet
2. Select a any cell
2. Open a Menu -> Sheet -> Cell Comment
"Cell Comment" menu has Edit/Hide/Show/delete Comment.
However has not "Make Comment".
Need a "Make Comment".
Windows 7Pro(x64)
