The Tab Stop structure element in the Index Table field replaces all tabs in
the entry headings with the selected fill rather than just the tabs where the
Tab Stop element is located.

I've attached a screenshot to illustrate this, but an explanation might be
clearer.

My headings in the document are formatted thus: "1.1<tab>Heading Name"

The Structure of the Table of Contents is LS-E#-E-T-#-LE

However the tabs within the Entries get filled with "." which I had selected
for the Tab Stops fill which is placed after the heading in the structure.

I can verify this by changing the headings to be "1.1<space>Heading Name" which
I did for Chapter 1 and 2 in the screenshot.  Chapter 3 still has headings with
a tab between the number and the heading name.

It seems like the formatting tool is replacing all tabs on the line with the
fill from the Tab Stop.  However, I only want that to apply to where the Tab
Stop is placed in the Structure line of the Formatting window, i.e. after the
Entry.
