Not reproducible for me with Version: 5.1.0.1.0+
Build ID: 9be39a75053be54214efd1fc4c2811913659c30e
CPU Threads: 4; OS Version: Linux 4.2; UI Render: default; 
built at home under Ubuntu_15.10_x86-64

Cell range is available in the dropdown list under "Allow:" and choosing Cell
range enable the Source text field and its associated button "Reduce"
