Confirmed fixed in LibreOffice 4.4.6.3. Steps to reproduce in Windows (on Mac
it was fixed a long time ago; not sure about Linux):

1. Create a new folder, thus ensuring you have no previous history pointing to
that folder
2. Copy a LibreOffice document to the new folder
3. Open the document from the new folder
4. From the main menu, File -> Export to PDF

If the bug was fixed in your version of LibreOffice, then LibreOffice will
display the Save file dialog with the new folder opened initially (this is what
I found). If the bug was not fixed, LibreOffice will display the Save file
dialog with some old folder opened initially (wherever you last exported a PDF
file).
