I wouldnt call adding and removing data from a cell a data operation, as if that were so, we should move Cut, Copy and Paste under Data as well. The point here is that a user shouldnt need to open the Data menu unless there is data in his/her sheet. Here is what it says in the help about the Data menu - "Use the Data menu commands to edit the data in the current sheet.
