I'm used to inserting and editing comments to Spreadsheet cells by pressing
Ctrl+Alt+M. It's similar to Google Docs (though in Google Docs there are also
Shift+F2, which resembles inserting Excel-like comments, and Ctrl+Alt+M relates
to inline discussion, which isn't exported when saving from Google Docs).

Until some version, that was single action in Customize window:

Insert → Comment

But in 5.0.4 it does not edit existing comments anymore (not sure how long, but
it worked in 4.4 IIRC and for sure it works in 4.1).

Also I found obscure action, which actually edits comments, but does not add
them:

Edit → .uno:EditAnnotation

Not sure how to classify it, feature request or regression, but I think it's
obvious inserting comments should also edit them, and editing should insert
one, if it does not exist. So basically Insert → Comment and Insert →
.uno:EditAnnotation should be same action from user perspective.

Reproducible: Always

Steps to Reproduce:
1. Assign hotkey to Insert → Comment
2. Add comment (via keyboard, press Esc to end editing, it will be saved)
3. Try to edit it via hotkey assigned in 1
Actual Results:  
nothing happens

Expected Results:  
Comment editing start (comment shown if not hidden and cursor positioned in
comment textbox)
