Steps:
1) Open Draw
2) Draw a square
3) Enable View > Snap Lines > Snap to Snap Lines
4) Change Tools > Options > LibreOffice Draw > Grid > Snap Range to 20 pixels
5) Create a Snap Line by clicking on the ruler and dragging onto the canvas
6) Drag the square towards the snap line to see how well it reacts
7) Sometimes it does snap and other times it doesnt
8) Disable View > Grid > Snap to Grid and it will always work correctly
