Probably previously you were working in an en_US locale with date order MDY, for which input of D-MMM-YY was accepted as expected as it is unambiguous. There's not much we can do about. For ambiguous input the locale's date order takes precedence over the applied format, as otherwise with an empty cell the user has no hint of what the input should look like.
